The National Currency Act of 1863 created the independent Office of the Comptroller of the Currency (OCC), a division of the U.S. Department of the Treasury, whose mandate is to charter, regulate, and oversee all national banks, thrift institutions, and foreign banks with federally licensed U.S. branches and agencies.
