The shortest time span on a blockchain is called a slot. The time slot for Cardano is one second. There is a slot leader for each slot, who has the option of creating a single block for that slot or not. Two things happen if the slot leader doesn’t make a block: first, no one in that slot makes any blocks; second, the next slot leader is selected from a different staking pool than would have been the case otherwise.
